The attack hit a shop in the village of Velyka Pysarivka, military Governor Oleh Hryhorov wrote on Telegram.
He said a saleswoman and a local resident were killed, and two other people were injured.
Ukraine has been fending off a full-scale Russian invasion since February 2022.
