Kremlin reinstated on Wednesday that Putin is open for talks on Ukraine, adding there is "positive dynamic" in the military situation around the Ukrainian town of Soledar.
The statement also added that the position of Ukraine and the West precludes the possibility of talks at the moment.
"Achieving our goals by political and diplomatic means is preferable," Kremlin added.
