"The European Union and our member states have provided almost €169 billion [$198.7 billion] of financial support since the full-scale war started in 2022," Kallas said in an address to the European Parliament in the French city of Strasbourg.
"This includes over €63 billion in military support for Ukraine," she added.
"This year alone, member states will provide more than ever before, €25 billion to date," Kallas said.
EU countries have also provided Ukraine with ammunition, meeting 80% of the EU's target to deliver 2 million rounds to Kiev.
"We aim [for] 100% by October," Kallas said.
"This is all so that Ukraine can defend itself, can defend its civilians and push back the aggression," she added.
