A Russian attack on Kharkiv, Ukraine's second-largest city, on Monday partially knocked out power in three districts, Mayor Ihor Terekhov said.

Terekhov, writing on the Telegram messaging app, said Russian forces attacked the city with guided bombs.

He said a medical facility was struck in the assault.
