EU foreign policy chief Kaja Kallas on Thursday warned of a widening gap between international commitments to a two-state solution and conditions in Gaza and the occupied West Bank.
Speaking at the Global Alliance for the Implementation of the Two-State Solution, Kallas said international support for establishing a Palestinian state alongside Israel remains strong, but developments on the ground are moving in a different direction.
"The ambition of our global alliance and indeed the New York Declaration is increasingly at odds with the hard realities on the ground," she said.
In Gaza, Kallas said progress remains "far too limited," with strikes continuing, humanitarian needs remaining acute and commitments yet to produce tangible improvements for Palestinians.
In the West Bank, she warned of continued violence and settlement expansion, saying they are undermining the viability of a two-state solution.
Kallas urged countries to "close the gap between commitments and actions and realities on the ground."
She said the Palestinian Authority has made progress on reforms despite "extremely difficult circumstances," stressing that reforms should continue.
The foreign policy chief said the EU supports preparations for Palestinian legislative elections.
She added that the EU is working to support stability and economic sustainability in the West Bank and early recovery in Gaza.
