The recent ceasefire attempt between renegade Libyan military commander Haftar and the U.N.-recognized government of national accord ended with Haftar stalling the process and leaving without signing the agreement. But Turkish Defense Minister Hulusi Akar told reporters it was too early to say that a ceasefire in Libya had collapsed.
