Tokyo marked a second day of record new coronavirus case - 463 - on Friday amid a resurgence in Covid-19 infections.
The Japanese capital had posted its previous single-day record of 367 cases on Thursday, prompting Governor Yuriko Koike to request that both restaurants serving alcohol and karaoke parlours close early to contain the spread of the outbreak.
On Friday, Koike told a news conference, "If the situation gets worse, Tokyo itself has to declare a state of emergency."
Tokyo has already gone through a coronavirus state of emergency, which lasted more than one and a half months and ended May 25.
The 2021 Olympic host city was excluded from a government-led tourism promotion campaign launched last week following the spike in cases there.
Japan on Thursday confirmed 1,305 new cases, marking the highest daily increase for the second day in a row.
