German Foreign Minister Heiko Maas has criticized Egypt's plan to deploy troops in neighbouring Libya.

Decisions on military interventions are "not welcome, instead there is always a danger of them contributing to escalation," Maas said on Tuesday in Athens.

On Monday, Egypt's House of Representatives voted unanimously in favour of the deployment "to defend national security ... against acts of criminal and armed militias and foreign terrorist elements," state media reported.

Egypt supports Khalifa Haftar, head of the self-styled Libyan National Army, who has since April 2019 waged an offensive to seize the capital Tripoli from the internationally recognized Government of National Accord (GNA), which is supported by Turkey and Qatar.

Libya has been engulfed by civil war since the overthrow of long-term ruler Moamer Gaddafi in 2011, with the conflict increasingly turning into a proxy war.

International attempts of mediation have so far proved unsuccessful.

At the latest Libya summit in January, the countries party to the conflict had agreed to adhere to a UN arms embargo, though the summit document has not been implemented to date.
